The lawmaker that sponsors your idea needn't be from your area, but he or she should be someone with an interest and perhaps a background in the topic of your proposed legislation. A sponsor can only help you move your bill along, though. You will have to provide research and help find people to testify on the legislation. You will probably have to meet with other lawmakers too and convince them of the need for your bill.

You will need a sponsor in both the House and the Senate. Where you decide to start the bill is up to you. If you think you have a better chance of passage in the House, you might want to start there. On the other hand, you may want to start where it will be more difficult so you can work out a compromise.
