The very first rule of the Senate allows for this. In fact, the only time the Lieutenant Governor can vote is in the case of a tie.

In 1994, when the Senate had an equal number of Democrats and Republicans, the Lieutenant Governor had to break a few ties. The Senate then had 42 members; now it can have no more than 35. Since that's an odd number currently a member would have to be absent in order for there to be a tie.
