Gov. Edmund G. "Pat" Brown came into office in 1958 and oversaw the passage of the Fair Housing Act, Fair Employment Act, Master Plan for Higher Education, highway expansion and California Aqueduct. But he was also called on to uphold capital punishment, which he disagreed with, and to quell the Watts riots in Los Angeles and the Free Speech Movement at the University of California during his two terms in office.
