After a raft with the bodies of two tortured Latvians is found in Swedish waters, a police major arrives from Latvia's capital, Riga, to investigate. He too is found dead. Wallander goes to Riga himself where he and the major's widow are embroiled in a dangerous search for files documenting high-level corruption. G
