New Jersey plans for rising seas by moving some residents away from flood zones. Sea levels will rise globally between one and four feet by the end of the century, according to the National Climate Assessment released in November. And that predicted rise, along with a surge of damaging storms and hurricanes, could be catastrophic for the more than 30 million people living in flood-prone areas across the United States. D
