Marcia Franklin talks with Idaho’s 38th lieutenant governor, Jack Riggs, about the issues he hopes to promote in his new position. Riggs, a Republican from Coeur d'Alene, served in the state Senate from 1996 until he was appointed lieutenant governor in January by Gov. Kempthorne. He replaced Lt. Gov. C.L. “Butch” Otter, who won a seat in the U.S. Congress.
